ECONOMIC VIABILITY STUDIES
Investigation into the economic viability of projects based on the preliminary building cost estimate, method of finance, running costs and other variables;
Recommendation on the above to improve the viability;
Establishment of cost limit based on the client’s requirements;
Preliminary estimates of building costs based on the architect’s sketch designs;
Recommendations on design, material, specification, etc. in order to keep within the cost limit;
Final estimates based on the working drawings and further recommendations on savings if required;
Recommendation on the utilization of local materials, managerial resources, etc. to stimulate local development;
Recommendation of the type of contract to be implemented, based on the current local building market conditions, the time for completion and the type of project; Compiling of traditional, elemental or activity orientated bills of quantities depending on the client’s needs;
Compiling of schedules of rates, specifications and other contract documentation for “Fast Track” project;
Investigation into the management and financial ability of tenderers and recommendation for the appointment of a contractor.
Projection of monthly certificate payments to the contractor based on various methods of forecasting cash flow such as the Californian S-Curve;
Monthly valuation of the work completed and recommendation for the amount to be paid to the contractor;
Estimate of the value of variation orders compiled in a monthly cost to ensure cost control;
Measurement of provisionally measured quantities and variation orders to the contract, for inclusion in the final account;
Calculation of escalation in building costs in accordance with the terms of the contract;
Settlement of the Final Account with the contractor.
VALUATION OF BUILDINGS
Valuation of existing buildings for insurance or finance purposes;
Valuation of the amount of work completed at termination of building contracts.
This service does not attempt to replace the traditional role of other consultants but is an additional service provided where fast implementation and effective cost control are primary requirements.
Dalcol’s role in project management may cover a complete assignment or portions of a project. In either case the firm endeavours to control the progress so that the project is completed in the required time, at the budgeted cost and to the specified quality.
Negotiating and conflict resolution;
Scheduling – e.g. buidling programme on Gantt charts;
Resource allocation – using CPM Critical Path Method;
Monitoring and information systems;
Project control – control of performance, time and cost;
Termination of the project – service implementation and handing over to client;
Schedules of materials and labour – for contractual cost control and ordering of materials. All services offered are in accordance with the role of a quantity surveyor as stipulated by the SACQSP and the ASAQS and all in accordance with their professional code of conduct.
EQUIPMENT, SOFTWARE, ETC.
WinQS specialist QS software by ACE Solutions is used for estimating, bill production, valuations and final accounts;
Dim-X specialist QS electronic measuring software by ACE Solutions is used for taking-off dims directly from CAD and/or PDF drawings;
MS word is used when necessary for word processing services;
MS Excel is used for all spreadsheet services, e.g. feasibility studies, estimating, cash flows projections, cost reporting, etc.;
MS Project is used for project management services, e.g. programming;
Quick Scale is another take-off program which is used for take-offs from PDF drawings too.
A number of detailed spreadsheets etc. have been compiled internally to facilitate our own formats for feasibility studies, elemental estimates, cost plans, payment certificates and valuations, escalation calculations, final accounts, etc.
Other instruments, e.g. measuring wheels, planimeters, tape measures, etc. are available for physically measuring from plans and/or measuring on site as and when required.
